California’s high taxation rates are prompting a significant number of residents to relocate to states with more favorable tax climates. The state’s progressive tax structure, with a top marginal income tax rate of 13.3%, is among the highest in the nation. This has led many Californians, particularly high earners, to seek refuge in states like Texas, Florida, and Nevada, which boast no state income tax.

Between July 2021 and July 2022, California experienced a net population loss of approximately 343,000 residents, marking the third consecutive year of decline.  This exodus has resulted in a substantial outflow of wealth; in 2022 alone, the state lost an estimated $16.1 billion in adjusted gross income due to the departure of high-income households.  Such losses not only diminish the state’s tax revenue but also strain public services and infrastructure funding.

The migration trend isn’t limited to the affluent. Middle-class families are also leaving, driven by the state’s high cost of living and housing prices. For instance, the median home price in Los Angeles County is around $700,000, compared to approximately $300,000 in Clark County, Nevada.  This disparity makes neighboring states more attractive to those seeking affordability.

While some studies suggest that taxes aren’t the sole factor in relocation decisions, the correlation between high tax rates and out-migration is evident. The departure of both wealthy and middle-income residents underscores the need for California to reassess its fiscal policies to retain its population and economic vitality.
